Bill Offer and his partner Delia Bell were one of the better male-female duets in bluegrass music. Offer was known for his inimitable performing style, exclusive mandolin playing, and skill being a songwriter; he was also the creator of the annual bluegrass celebration in Hugo, Oklahoma, the region where he was created and elevated. His partner Delia Bell was created in Tx and elevated in Oklahoma. Offer was a pal of her husband’s; in 1959 they teamed up to sing at regional occasions and on the tiny Dixie Hayride at place KIHN Hugo. In addition they played monthly on a Television place in Ada, Oklahoma. In 1969, Offer and Bell went to Costs Monroe’s Beanblossom Celebration before developing the Kiamichi Hill Boys using the Bonham Family members.
